HJPC BiH and the Government of Sweden: Restoring trust in the work of judicial institutions in the focus of cooperation

    11.06.2021.

Restoring the trust of citizens in the work of the High Judicial and Prosecutorial Council of Bosnia and Herzegovina (HJPC BiH), but also in the work of all other judicial institutions in BiH, will be the focus of the institution's work, it was said during the meeting of HJPC BiH representatives with HE Johanna Strömquist, Ambassador of Sweden to BiH.

The meeting was attended by Mr Halil Lagumdžija, President of the HJPC BiH, Ms Sanela Gorušanović Butigan, Vice President of the HJPC BiH, Mr Hajro Pošković Deputy Director of the HJPC BiH Secretariat, Mr Kees van der Weide Senior International Advisor, Ms Ana Bilić Andrijanić and Mr Kenan Ališah - Project Manager and Deputy Project Manager at the project Improving Court Efficiency and Accountability of Judges and Prosecutors in BiH, implemented by the HJPC BiH with the support of the Government of Sweden. Progress made in the fields of enforcement procedure, human rights protection, case processing, internal reorganisation of courts and human resources in the courts was discussed at the meeting.

The Government of Sweden has been a long-standing partner of the HJPC BiH in the implementation of activities undertaken to improve the work of judiciary. The cooperation continued late last year through the implementation of the third phase of the project Improving Court Efficiency and Accountability of Judges and Prosecutors in BiH.

The issue of amendments to the Law on the HJPC BiH, which are necessary for the continuation of the justice system reform, was also addressed during the meeting. They talked about improving the processing of cases of organized crime, corruption and war crimes, for which, as pointed out, it was necessary to provide a permanent cooperation mechanism at the strategic level. It was also emphasized that the HJPC BiH has already started this process and it will persevere in its implementation.

Thanks to the cooperation between the HJPC BiH and Sweden, a number of courts in BiH have already changed their operations through the application of new work models. Future activities will focus on their sustainability and introduction of positive changes and practices in a much larger number of judicial institutions.

Improving transparency of judicial institutions is certainly one of the segments that will be worked on, while observing compliance with all relevant laws and regulations.

During the meeting, particular emphasis was placed on the readiness of the HJPC BiH to be part of all reform processes that would lead to the establishment of a functioning justice system and ensuring legal certainty for all citizens of Bosnia and Herzegovina.
