    Coordination Meeting of Donors and International Partners that Provide Support to the BiH Judiciary

    12.12.2022.

    (Sarajevo, 8 December 2022) - Cooperation between donors and international partners, as well as better coordination and complementarity of the activities they implement and support, will enable quality and more efficient implementation of reforms in the field of justice, is one of the conclusions of the coordination meeting of donors and international partners, which was held on Wednesday, 7 December 2022 in Sarajevo, organised by the High Judicial and Prosecutorial Council of BiH (HJPC BiH / Council).

    Halil Lagumdžija, President of the HJPC BiH, stated, "The HJPC BiH as an institution is aware of its responsibilities, but also the expectations of citizens regarding reforms and general progress in the BiH judiciary. Members of the Council, staff members of the Secretariat of the HJPC BiH, as well as of the entire judiciary, strive every day to give their contribution and meet the challenges the judiciary, as well as society as a whole, faces on a daily basis."

    The purpose of the meeting was the mutual exchange of information on priorities in the BiH judiciary, achieved results and progress in strategic areas related to the operations of courts and prosecutor's offices, including the integrity of judicial office holders, computerisation and digitisation of the judiciary, and activities in the field of trainings, transparency and case law harmonisation and prosecution of war crimes. During the meeting, they also discussed the support of international partners, the activities they are directly involved in, as well as future plans for providing support to the BiH judiciary.

    The meeting was used to announce and present theEU4Justice Project - Phase 2, which is funded by the European Union and implemented by a consortium of three organisations, Expertize France from France, FIIAP from Spain and IRZ from Germany. The implementation of this three-year project began on 1 December 2022, and its focus will be on providing support for the implementation of judicial reforms.

    Admir Suljagić, Director of the Secretariat of the HJPC BiH, stated, "Despite the fact that some progress has been made so far, we are fully aware of the upcoming challenges and potential risks, and we are strongly committed to continuing judicial reform, which will lead to the implementation of the rule of law principles."

    Director Suljagić added that coordination and cooperation were necessary in the judiciary, as well as in all other areas of society, and he called on international partners to proactively participate and continue to support judicial reform in BiH.

    Karel Lizerot, Head of Section for justice and home affairs, migration and public administration reform, stated, “EU assistance in BiH will be based on principles of sustainability and progresses measured through impact, results and ownership of process. As a novelty - within the recently launched IPA Programme EU4Justice - the EU builds in a system of monitoring, donor coordination and gradual takeover by BiH authorities trough an increased domestic resources mobilisation.”

    The meeting was attended by representatives from the Delegation of the European Union to BiH, the EUSR, the Council of Europe, the Aire Centre, the Office of the High Representative, UNDP, the OSCE Mission to BiH, the Norwegian Courts Administration, the Swedish National Courts Administration, the Italian Agency for Development Cooperation , USAID Jaca project, the US Department of Justice, the Bureau of International Narcotics and Law Enforcement Affairs, the RS Ministry of Justice, the Judicial Commission of the Brčko District BiH, as well as the embassies of Spain, Great Britain, Sweden, America, the Netherlands, Italy, France and Switzerland, and representatives of the EU4Justice Project.

    All participants expressed their satisfaction with this initiative of the HJPC BiH and pointed out that the continuous organisation of such meetings would contribute to a better planning of activities in the field of judicial reform, as well as to avoiding that projects and activities overlap.
