    Project Description

    The overall objective of the Project is to improve the quality and efficiency of the courts in Bosnia and Herzegovina through targeted interventions.  

    The main focus of the project is to increase court performance by improving court management,  efficiency and quality of court decisions,  introducing a mentoring system,  optimizing the automated case management system to reduce backlog and improve the infrastructure of judicial buildings.

    Following activities have been conceived to achieve the Project results:

    1. Improving court performance 

    1.1. Improving court management

    Improving management in the Project target first and second instance courts by enhancing communication and teamwork as an essential segment of organizational culture change in courts, to lead to better court performance. A special focus will be on harmonization of case law across different court instances, strengthening the procedural discipline, consistent interpretation of the Civil Procedure Code and improving the quality and efficiency of litigation by developing a set of documents/tools.         

    1.2. Develop and introduce a mentoring system for newly appointed judges  

    Develop the mentoring system for judges in BiH based on the experience of Norway and Netherlands adjusted to the needs of courts in BiH. 

    1.3. Improving the quality of court decisions

    Identify problems and improve the current way of writing the judicial decisions in an understandable way for parties and at the same time properly addressing the factual and legal issues that are important for the outcome of the dispute. 

    1.4. Further development and implementation of the automated case management system – SOKOP-Mal by the courts

    The further development of the automated case management system – SOKOP Mal in courts in BiH will expedite processing of the utility cases and other small claims. 

    1.5. Improving the infrastructure of judicial buildings 

    A modern functionally physical conditions and work space are the prerequisites for the efficient work of judicial institutions. 

    2. Strengthening the operations of the HJPC BiH

    2.1. Improving the process of appointment, appraisal and promotion of judges

    The process of appointment, appraisal and promotion of judges in BiH is in line with European standards

    2.2. Assessment of the independence, accountability and quality in the judiciary according to ENCJ criteria

    Judicial independence, accountability and quality in BiH developed in line with the rest of Europe through closer relations wit the ENCJ (European Network of Councils for Judiciary)

    Improving Judicial Quality Project

    Project Description

    The overall objective of the Project is to improve the quality and efficiency of the courts in Bosnia and Herzegovina through targeted interventions.
