    Basic Information

    The Council Secretariat was established by taking over 30 employees and the assets of the former OHR’s Independent Judicial Commission (IJC) in June 2004. Building on this foundation, the Secretariat continued to develop and strengthen institutionally, providing support to the Council in all segments defined by law, including:
    • appointment of judicial office holders,
    • disciplinary liability of judges and prosecutors,
    • preparation of Council sessions and implementation of decisions,
    • training of judges and prosecutors,
    • judicial administration and statistics,
    • information and communication technology,
    • judicial institution budgets,
    • judicial reform projects.
    The Council Secretariat has a Director and a Deputy Director, both responsible to the Council. The Director and the Deputy Director are appointed and removed by the Council in accordance with the provisions of the Law on Civil Service in the Institutions of Bosnia and Herzegovina. The term of office for both the Director and the Deputy Director is limited to four years and may be renewed every four years.
    The Director is responsible for the overall performance of the Secretariat’s professional, financial, and administrative tasks and for executing the budget adopted by the Council, as well as for other tasks determined by the Council.
    The Deputy Director is responsible for overseeing the preparation of Council sessions and the implementation of Council decisions, as well as for other tasks determined by the Council. The Deputy Director substitutes for the Director in their absence.
